Well written. It was a conceit that the interregnum of the 1990s constituted the future state in which only the details needed to be fully fleshed out. To believe so was to engage in wishful thinking and ignore history-after all Europe had enjoyed lengthy periods of peace in the 19th century. I also believed in the optimism of that time, but we were all younger then (a forgivable error).
